AA18.9       Additional Item - Defer Addendum Reports - Election of Chairperson - Action Plan

 

Bonnie Hittman – Senior Acting Strategic Planner advised that considering the members present and the current Chairperson being absent it be suggested that the Addendum Reports Election of Chairperson and the Action Plan be deferred to the next meeting.

Presentations

 

AA18.1       Berry District Park - Liliana Hutchinson

Valda Corrigan arrived at the meeting 4.28pm

Liliana Hutchinson – Social Infrastructure Planner provided a handout of information to members in relation to the Berry District Park.

The following points were made:

·         As indicated on the plan there are various sections allocated for different activities

·         This is still in the concept stage and will shortly be presenting to the Berry Forum

·         The Berry Community and the Rotary have been keen drivers for this project and the Rotary have raised significant funds towards the toddler area project

·         Community Consultation has been extensive

·         On 25 March 2018 at the park there will be a Children’s consultation

·         Council is waiting on results and a report in relation to the ecological studies

·         This will be an accessible park with lift and change facilities

·         Most of the equipment will be nature based with an emphasis on the use of natural materials and for this project Council will be moving away from the common rubber soft fall concept

·         There will be a walking trail around the perimeter

·         Council’s priority is to recognise and acknowledge the cultural significance of the site.

·         Lili is awaiting access to the Culture and Heritage report that RMS have commissioned for the site

·         The Aboriginal Advisory Committee members were encouraged to offer suggestions direct to Liliana Hutchinson who can assist in making this a culturally significant site.

 

 

AA18.2       Seniors Festival 2018 - Helen Waterhouse

Helen Waterhouse was unable to attend the meeting and asked Bonnie Hittmann – Acting Senior Strategic Planner – to provide some information to the committee on her behalf. Bonnie read the following info:

 

·         The Seniors Festival week is April 4 – 13 . Seniors are 60 years and over.

·         Shoalhaven City Council will launch the calendar of events for Seniors Week including “Backyard Tours” at the Seniors Festival launch on 21 March at 10am – 12pm.

·         The Launch will be a 2 hour free event with a light morning tea. Members of the committee and Elders are welcome of the community to attend this morning. Members were asked to spread news of the event to others who may be interested in attending

·         This event is capped 100 attendees.

·         The backyard tours will run throughout the Shoalhaven From Ulladulla and Nowra and these too are free with 2 tours for each area.

·         Please contact Helen Waterhouse on 4429 3128 to register your interest for both Events during this week and she will send further details when available.

Reports

 

AA18.4       Aboriginal Advisory Committee's 21st Anniversary

The following sugestions were made in relation to possible ways to recognise this milestone.

·         Suggested celebration before the formalities of the AAC meeting – before is preferred as the Elders may not want to be out late in the day in the colder month of May.

·         Suggested catering with traditional food

·         Invite past members and or speakers

·         A report be submitted in relation to significant past acheivments of the Committee

·         Hold the Celebration in a significant space

·         Commence the celebration at 2.00pm or 3.00pm prior to the meeting at 4.00pm

·         A media Release should go out and arrange the Executive Strategy team to record the celebration

·         Possible to have a powerpoint presentation on the past acheivements.

The Aboriginal Advisory Committee members to phone or email Margaret Simoes (phone 44293440) by Mid March with suggestions.

That

1.    The Aboriginal Advisory Committee receives the report for information

2.    The Aboriginal Advisory Committee discuss and consider any ideas to celebrate the 21st Anniversary milestone.

3.    It is recommended that all past Aboriginal Committee members be invited to celebrate the milestone with the current Advisory Committee on the 8th May 2018 the date of the next Aboriginal Advisory Committee meeting.

1.    The Aboriginal Advisory Committee receives the report for information

2.    The Aboriginal Advisory Committee provide input to Margaret Simoes any ideas to celebrate the 21st Anniversary milestone.

3.    It is recommended that all past Aboriginal Committee members be invited to celebrate the milestone with the current Advisory Committee on Monday 7 May 2018 the date of the next Aboriginal Advisory Committee meeting.

AA18.5       NSW Local Government Aboriginal Network Conference 2017

Sue Cutmore arrived 4.58pm

Clr Levett spoke to the report from the Conference.

It was mentioned that the work carried out in the Wiradjuri in a skilled work program could be put to use in the work and production of the Berry District Park.

AA18.10     Additional Item - Resignation - Christine Finney

 

It was advised that Christine Finney has formally submitted her resignation from the Aboriginal Advisory Committee.

 

RESOLVED (By Consent)

That:

1.      A letter be sent to Christine Finney acknowledging her contribution to the Aboriginal Advisory Committee.

2.      Council call for expressions of Interest to fill the vacancy on the Committee

AA18.6       Bonnie Hittmann – Acting Senior Strategic Planner to facilitate a workshop to progress the Action Plan

Bonnie Hittman provided the following information in relation to the Action Plan:

·         At the last meeting 3 options for a way forward were presented

·         The Committee chose to follow the framework provided by Collaborate NSW

·         It was intended to workshop the document

·         Margaret Simoes will be bringing back the consultant to move forward with the Action plan and workshops as Bonnie will be resigning from Council.

·         Margaret will help to coordinate the logistics and liaise with members and workshop

 

 

 

AA18.11     Additional Item - Aboriginal Advisory Committee role in Developments

 

Charlie Ashby asked the members and staff present about what type of role if any does the Aboriginal Advisory Committee play in terms of land development?

 

If development was proposed on Jerringa would the Aboriginal Advisory Committee or Council consult with their land council?

 

If there is a significance to a development how does the Aboriginal Advisory Committee play a role?

 

Valda Corrigan provided the following response:

·         For any Development anywhere in NSW there is to be a cultural heritage assessment

·         At this moment the Departments are working with the community to develop legislation around this

·         There is a process which is to be followed and the community is involved in onsite assessments together with close consultation with local people who have history in that area

 

Clr Findley provided the following response:

·         For any development, they have to ask first and go directly to the land council.

·         There are legacy issues that are difficult to deal with

·         Jerringa and Nowra LALC’s have their own Strategic Plans

·         There is a current NSW wide land claim over Crown Land

·         Ongoing smaller land claims are getting processed which is held up by the survey of the land prior to the land either being released or developed

 

Valda advised that in other regions Council’s have a Cultural Mapping Study where community values are recognised. Eurobodalla is one example and have worked with the community to create this study.

 

RESOLVED (By Consent)

That:

1.      Planning and Development Staff ( Director Planning Environment & Development/ Strategic Planning Manager/Development Services Manager) be invited to attend the August Committee meeting to explain the DA process in relation to any cultural or indigenous significance;

2.      Assets and Works Staff (Director Paul Keech or nominee) be invited to attend the November Committee meeting to explain the process in relation to what happens when Council does find cultural significance during maintenance and construction and how Council moves forward;

3.      Following parts 1 and 2 above, the Manager Business and Property or nominee be invited to attend a meeting of the committee to provide an update in relation to the Crown Lands Transfer.

AA18.12     Additional Item - 10th Anniversary of the Prime Minister's Apology

 

The Committee acknowledged that tomorrow 13 February 2018 is the 10th Anniversary of the Prime Minister’s Apology.

AA18.7       Election of Chairperson

That:

1.    (Insert Name) be appointed as Chairperson of the Aboriginal Advisory Committee for 2018.

AA18.8       Aboriginal Advisory Committee Action Plan

That

1.    The Aboriginal Advisory Committee receives the Progress Action Plan report
