 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC17.67     School Bus Zone and Drop off / Pick up Improvements - Terara Public School, Millbank Road, Terara (PN 3368)

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following improvements on Millbank Road, adjacent to Terara Public School, Terara, as detailed in the attached TRAF2017/69:

1.    Install double barrier (BB) centre line marking and edge (E1) line marking along Millbank Road from its intersection with South Street, Terara to the southern end of the 40kph school speed zone (370m approx.), delineating the bus zone with continuity (C1) line marking.

2.    Amend the existing bus zone time restriction to 8am to 9.30am and 2.30pm to 4pm school days, from 2.45pm to 3.15pm school days

3.    Amend the existing No Parking zone time restriction to 8am to 9.30am and 2.30pm to 4pm school days, from 8am to 9.30am school days

That the General Manager (Director Assets and Works) be advised that the committee has no objection to the proposed vehicle control measures being installed at the intersection of Elizabeth Drive and Captain Street (Blenheim Beach Reserve), Vincentia as detailed in the attached plan TRAF 2017/70.

1.    Subject to sign posting being installed adjacent to the proposed gate and “Road Closed” signage to have the effect of permitting ongoing access for pedestrians and cyclists.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a 31m (approx.) No Stopping zone on the northern side of North Street, east of the Kalang Avenue intersection, Ulladulla, as detailed in the attached plan TRAF2017/75.

 

 

Details

Council has received concern regarding vehicles parking on the northern side of North Street impacting sight distance east when exiting from Kalang Avenue, Ulladulla.

An intersection sight distance inspection was undertaken at the intersection and it was noted that due to the crest and existing double barrier centre line marking, parking within 31m east of the intersection is already restricted (NSW Road Rule 208), due to the limited width between the kerb and double barrier centre line marking.

Council is proposing to install a No Stopping zone for 31m on the northern side of North Street, east of the Kalang Avenue intersection, Ulladulla, to reinforce the existing restrictions.

Consultation was carried out with affected property owners and the Ulladulla & Districts Community Forum.

One submission was received from the Ulladulla & Districts Community Forum who support the proposal.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a 21m (approx.) No Stopping zone across the rear car park exit of 73 Meroo Street, extending 6m north and south of the access, on the eastern side of Coomea Street, Bomaderry, as detailed in the attached plan TRAF2017/76.

 

 

Details

Council has been advised of concerns with vehicles parking on the eastern side of Coomea Street, Bomaderry, impacting sight distance when exiting from the commercial car park.

In view of addressing the concerns raised, Council is proposing to install a 21m (approx.) No Stopping zone across the rear car park exit of 73 Meroo Street, extending 6m north and south of the access, on the eastern side of Coomea Street, Bomaderry

The impact of the proposal will mean that motorists will be unable to park in this location, however it will increase the available sight distance for motorists exiting the car park.

Consultation was carried out with the adjacent businesses (IGA supermarket and Bomaderry Hotel) and the Pride of Bomaderry.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the Installation of a 24m (approx.) No Stopping zone across the commercial car park access located on the southern side of Parson Street, Ulladulla, as detailed in the attached plan TRAF2017/77.

 

 

Details

Council has been advised of concerns with vehicles parking on the southern side of Parson Street, Ulladulla, immediately west of the driveway access to the Homemaker Centre and McDonalds impacting on sight distance for exiting motorists.

In view of addressing the concerns raised, Council is proposing to extend the existing No Stopping zone by approx. 24m (6m west of the existing driveway layback on the southern side of Parson Street).

The impact of the proposal will mean that motorists will be unable to park in this location, improving the sight distance for motorists exiting from the commercial car park.

Consultation was carried out with adjacent businesses and the Ulladulla & Districts Community Forum.

One submission was received from the Ulladulla & Districts Community Forum in support of the proposal.

Details

Council is proposing to install a dedicated parking space for people with disabilities adjacent to the accessible toilet within the River Road Wharf car parking area, River Road, Shoalhaven Heads.

A line marking and signage plan has been submitted for the Committee’s consideration.

The proposal will result in the loss of two unrestricted parking spaces to create a dedicated parking space for people with disabilities and the associated shared zone.

Consultation was carried out with the Shoalhaven Heads Community Forum, no objections were received.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of three dedicated parking spaces for people with disabilities, and associated shared zones in the car park adjacent to the Shoalhaven Heads Community Centre, Shoalhaven Heads Road, Shoalhaven Heads, as detailed in the attached plan TRAF2017/80.

 

 

Details

The Shoalhaven Heads Community Centre Management Committee has requested Council install additional three dedicated parking spaces for people with disabilities and improve emergency access in the car park adjacent to the building.

To address the request, Council is proposing to install three dedicated parking spaces for people with disabilities and two associated shared zones, in accordance with AS2890.6, adjacent to the Community Centre.

It is noted the proposal will result in the removal of four unrestricted parking spaces to create the dedicated parking spaces for people with disabilities and the associated shared zone.

Additionally, the shared zone adjacent to the pedestrian access to the building will aid in emergency access to and from the building by preventing vehicles from parking in this location.

The Shoalhaven Heads Community Forum are in support of the proposal.
