The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

General Business
TC17.45 Additional Item - Roundabout at the Intersection of George and Victoria Streets, Berry |
Stuart Coughlan raised concern regarding the opening of the roundabout at the intersection of George Street and Victoria Street in Berry. Victoria Street is used as the through road and the previous priority has been blacked out. Stuart is concerned when the road is open, the stop sign will become an irritant. Thoughts were to either change it to a give way sign or make the stop sign more prominent. Once the roundabout is open Stuart will report back and request an investigation

Details
The Shoalhaven Heads Community Forum have raised concerns regarding parking within Explorer Boulevard, Shoalhaven Heads.
It has been advised that due to the existing road width, parking on both sides of the road can restrict two-way traffic flow.
In view of addressing the concerns raised, Council is proposing to install double barrier (BB) centre line marking and edge (E1) line marking to delineate the parking lanes from the travel lanes.
The proposal will delineate 2.15m parking lanes from the face of kerb, whilst maintaining a divided 5.5m travel lane, aiding motorists when using Explorer Boulevard.
Council wrote to the Shoalhaven Head Community Forum, who support the proposal.

Council has been requested by NSW Police Local Area Command to install a No Parking zone in the existing No Stopping zone adjacent to Mollymook Beach in the cul-de-sac located at the southern end of Beach Road, Mollymook Beach.
The cul-de-sac at the northern end of Beach Road is currently sign posted as a No Stopping zone.
NSW Police have advised that a No Parking zone would be more suitable and would permit the use of the area as a pick up and drop off zone, discouraging illegal parking in the area.
In view of addressing the request, Council is proposing to convert approximately 20m of the existing No Stopping zone on the eastern side of Beach Road, extending from the access gate to the end of the existing zone to a No Parking zone.
The impact of the proposal will mean that motorists will be unable to park in this location, however will be able to pick up and drop off passengers.
It is noted that the installation of a No Parking zone in this location will not impact on turning area within the cul-de-sac.
Consultation was carried out with the Mollymook Surf Life Saving Club and the Ulladulla & Districts Community Forum.

Details
The committee may recall that previously a time restricted loading zone was installed on Meroo Street fronting the Bomaderry Hotel.
The property owner of 69 Meroo Street has raised concern that the signage installed has led to motorists parking across the driveway access to 69 Meroo Street.
Typically Council does not install No Stopping zones across private driveways, however a No Stopping zone in this instance is considered warranted due to the ongoing concerns of vehicles parking across the driveway.
In view of addressing the concerns raised, Council is proposing to install a No Stopping zone (approx. 5m) across the driveway access of 69 Meroo Street, Bomaderry.
Rangers noted that motorists are regularly parking across the driveway access and that additional signage would assist in discouraging illegal parking in this location.
Consultation was carried out with adjacent property owners and the Pride of Bomaderry.
One submission was received in support of the proposal.

Council has applied for funding under the 2017/18 Walking Communities – Council Partnership program to install a raised pedestrian crossing in Meroo Street, Bomaderry.
The project has been identified to provide a safer pedestrian crossing to connect the Railway Station car park to the Bomaderry town centre commercial shops and services.
A signage and line marking plan has been submitted for the committee’s consideration.
The works involve constructing a raised threshold and marked pedestrian crossing with associated signage. Pending approval of the State Government funding, it is intended to proceed with the project using Council funds.

Council has recently performed heavy patching works between the intersections of Concorde Way and Edwards Avenue along Meroo Road.
In conjunction with these works, a line marking audit was carried out and recommended replacing the existing S1 line marking with double barrier (BB) centre line marking to prevent overtaking due to the location of multiple side streets.
A line marking plan has been submitted for the committee’s consideration.

Details
Council has received concern from Nowra Coaches regarding motorists traveling in the centre of the road when driving along Hillcrest Avenue, and difficulties in making turns out of Holloway Road, South Nowra.
In order to address the concerns raised, Council is proposing to install:
a) 950m (approx.) of centre line marking along Hillcrest Avenue, from its intersection with John Purcell Way to Old Southern Road.
b) Give Way Signage and associated hold line marking at the intersection of Hillcrest Avenue and Holloway Drive.
c) 20m of double barrier (BB) centre line marking on Holloway Road at its intersection with Hillcrest Avenue.
The proposed changes will improved travel lane delineation along Hillcrest Avenue and its intersections.

Council has previously installed a disabled space adjacent to the unisex and disabled toilet on Berrara Road, Berrara however the space was not reported through Council. A review of the site noted that additional signage and remarking of the disabled pavement symbol was required to meet the requirements of AS2890.
As such the item has been submitted for the committee’s consideration.

That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following changes within the Council Administration Building car park, Graham Street, Nowra as detailed in the attached plan TRAF 2017/55: 1. Remove the existing disabled space. 2. Extend the 30-minute (1/2P) time restricted parking zone. 3. Install a disabled space and associated shared zone in the existing 2-hour (2P) visitor restricted parking zone.

Concern has been raised regarding the existing disabled parking space located on the southern side of the Shoalhaven City Council Administration Building, Nowra.
Issues regarding space width and gradient were raised.
In order to address these concerns Council is proposing to relocate the existing disabled parking space within the southern car park of the Council Administration building, Graham Street, Nowra and install a disabled zone.
This proposal will result in the creation of an additional 30-minute (1/2P) visitor restricted parking space and the removal of two 2-hour (2P) visitor restricted parking spaces in order to relocate the disabled parking space to create the associated shared zone.
Consultation was carried out with key stakeholders, one submission was received in support of the proposal.

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has No Objection to the proposed signage and line marking plan, Aldi Store, Narang Road, Bomaderry as detailed in the attached plan TRAF 2017/56, subject to the following items: 1. Amend the BB centre line marking, south of the proposed marked foot crossing, to provide a smooth transition by removing the kink. 2. Installing an R4-5 ‘End Shared Zone’ sign for southbound traffic at the main exit to Narang Road. 3. Removal of redundant western L1 line marking (1 bar) and correction of connected C1 and L1 line marking.
