Purpose

·           The fund has been established and maintained as a public fund for the relief of persons in Australia who are in necessitous circumstances and it is intended that the public be invited to contribute to the fund.

·           A person will be in necessitous circumstances where his or her financial resources are insufficient to obtain all that is necessary, not only for a bare existence, but for a modest standard of living in the Australian community.

·           Necessitous circumstances may result from a disaster caused by flood, fire, drought, tempest or other calamity.

 

Delegated Authority

The management of the fund is vested in the Shoalhaven City Mayor’s Relief Fund Committee.  Rules have been adopted by Council.

MR17.1      Contribution of up to $25,000 - Introduction of a Safe Shelter Shoalhaven Project

The Mayor provided an overview of how the recommendation to the Mayor’s Relief Fund occurred.

It was brought to Council’s attention that Canberra currently has a model which is running well.  It was put together by churches.  The churches involved open in the evening from 8.00pm – 8.00am (for men only).  They are not required to supply showers onsite, as the Homeless Hub nearby provides showering facilities (similar to here in the Shoalhaven).

This model was presented to Shoalhaven Homelessness Taskforce as it addressed most of the insurance issues previously raised.  The Wesley Centre provides two rooms; one for women and children and one for men.  Four volunteers are rostered on at time (one person in charge and three others) and the times are broken into three shifts, therefore the entire night is covered by volunteers.  This ensures the safety for people and the premises.  All volunteers are trained in mental health and first aid.

This request for funding is to address the fire safety to make the Wesley Centre compliant and safe and to provide the First Aid and Mental Health training.

It was also noted that Shoalhaven Recyclables also provided a $35,000 donation for consumables.

A fundraising campaign will be run parallel to the project to replenish the Mayor’s Relief Fund.  The Mayor believes that the Mayor’s Relief Fund is a reasonable means for the use of the funds due to the Terms and Conditions of the following three points:

In accordance with the resolution of the Council MIN17.319, that the Mayor’s Relief Fund Committee transfer $25,000 financial assistance for the introduction of a Safe Shelter Project to the following job numbers:

Job Number: 30150 - Trust – Mayors Relief Fund

Activity: 21957 - Safe Shelter Program

RESOLVED (Clr White / Clr Cheyne)

That

1.      In accordance with the resolution of the Council MIN17.319, that the Mayor’s Relief Fund Committee transfer $25,000 for financial assistance for the introduction of a Safe Shelter Project to the following job numbers:

            Chart: 89125 - Mayors Relief Fund - Payments

            Job Number: 30150 - Trust – Mayors Relief Fund

            Activity: 21957 - Safe Shelter Program

2.      The Mayor commence a public fundraising campaign immediately for the Mayor’s Relief Fund for support of the ongoing homelessness responses and solutions, as we consider this a human disaster, including replenishing the Mayors Relief Fund to the $99,908.
