· To provide recommendations to Council on Strategic and Financial directions relating to Youth in the Shoalhaven;
· To commit expenditure up to the limits determined by Council, including grant funding.

YA17.2 Community Strategic Plan |

Shoalhaven City Council are currently reviewing the Community Strategic Plan. The Community Strategic Plan is a long term document that is updated every four years with each Council that is elected. When the Draft Community Strategic Plan is placed on public exhibition Donna Corbyn will send a link to the Youth Advisory Committee in an email as well as posting the link and information on the Youth Advisory Committee Facebook page. Donna Corbyn also advised the Committee that she is happy to meet informally and workshop the draft plan with the Committee for comments and feedback and may possibly get staff from the Executive Strategy Department to attend. This was to be reported to the Youth Advisory Committee at this meeting however the document is not ready in its draft format in full. |
General Business
YA17.3 Discuss Youth Week |

Youth Week is celebrated nationally between March and April and acknowledges young people’s valuable contributions to their community and the vision for the future. The funding for Youth Week is funded from the Federal Government to the State Government and the State Government issues the funding. As of next year the Federal Government will no longer be funding Youth Week. Councils match dollar for dollar the funding allocated and Shoalhaven City Council generally allocated four times the amount provided by the State Government. Donna Corbyn has been sending information across the Shoalhaven to seek interest in the community to run local activities. So far some activities have been arranged at the following locations: Ulladulla Youth Centre Nowra Library Bay and Basin Headspace – holding a Trivia event The Nowra Arts Centre – The major event that Donna Corbyn has started planning for is the Regional Youth Forum. Young people from Wollongong, Shellharbour, Kiama and the Shoalhaven will link up at the same time, on the same day, which is scheduled for 5 April 2017, and discuss issues that the Youth find important. Donna Corbyn will be writing to the schools to invite attendees and to provide further information. Correction Services will also be running a separate Youth Forum that will focus on Youth Mental Illness; this will not have the ability to be linked with ours. Donna is trying to engage a high profile public speaker. |
YA17.4 Disability Inclusion Action Plan |

The Inclusive Play Space will work well in conjunction with the Disability Inclusion Action Plan (DIAP). The Disability Inclusion Action Plan aims to make our areas more inclusive for all people of all abilities. It is going out to Public Exhibition very soon. the data from the community consultants that took place to inform the draft DIAP shows that the community want beach access for all. Council made some enquiries internally on what would be the best solution for the Shoalhaven and beach wheelchairs were understood to be the best option. Council has been successful with gaining funding and have installed beach wheelchairs at all patrolled beaches and some Holiday Haven Tourist Parks in the Shoalhaven. Access to Palm Beach was highly desired by the community and the business owners at Greville’s Corner Store have been a part of a partnership and have a beach wheelchair available now. The media coverage surrounding this has been great and will be good to keep promoting through the Youth Advisory Committee. Clr Pakes congratulated Donna Corbyn for efforts and work through the successful funding. The beach wheelchairs allow access to the water to a certain level. The beach wheelchairs are not a new idea and have been done on other areas but the Shoalhaven project has been so successful due to strong substantial Council and community support. Shoalhaven City Council will apply for a National Award highlighting from the time Council were notified of the successful funding up to the first use of a beach wheelchair in the LGA was under 5 weeks. It was advised that at Mollymook Beach there are 37 members of the Nowra/Culburra Surf Club on a rotating roster who volunteer as contacts to make sure the beach wheelchairs at this site are available for maximum use. |
YA17.5 Importance of the Youth Advisory Committee, Zone SRC, BBQ Pack Give Aways |
Clr White reiterated to the Youth Advisory Committee, the importance of the Committee and their feedback and views, expressing this feedback can lead to improvements in the City; for example The recent fencing at Ison Park that was completed started out as a recommendation to Council from the Youth Advisory Committee.
Mikayla Barnes informed the new members in attendance at the Committee meeting about the Zone SRC, of which she is the coordinator. Zone SRC is all schools in the Shoalhaven SRC Representatives coming together and talking about what they do in their SRC and the community. Mikayla will be starting up the meetings again in 2017. Mikayla is also looking at having a Planning Day in the next few weeks. Mikayla encourages members to pass on email addresses of SRC representatives and bring along people from the SRC or even a representative from the school to gain more ideas.

Background
Council is undertaking the Community Strategic Plan and would like to know what you would like to see in the Shoalhaven in the next 10 years.
The Community Strategic Plan is the highest level forward planning document that identifies the community’s priorities and guides the direction for the Shoalhaven over the next ten years. The plan is reviewed every four years, in line with Council elections.

Background
Youth Week celebrates and acknowledges the valuable contribution young people make to their communities; and is an opportunity for young people to express their ideas and views, act on issues that affect their lives and create and enjoy activities and events. Youth Week is the largest annual youth participation event in Australia. Shoalhaven City Council’s Youth Week 2017 Program was conducted from 31st March – 9th April 2017.
Program events and activities included - exploring Youth Week Live Youth Radio - @ 92.7BBFM, LGBTQI Youth Run Trivia Night, Gen Connect – Intergenerational Tech Trouble Shooting Program Launch, Shoalhaven Koori Boy’s to Men’s Business Group Project Launch, Cup Cake Day Decorating Competition & Fundraiser, Indoor Basketball Competition & BBQ, SPEAK SHARE CHANGE Youth Forum, In Conversation Worksop –‘Kids Today’, Shack Open Day and Information Session and the Incredible Adventure Youth Race. More than 200 young people and community members participated in Youth Week 2017 across the Shoalhaven.
Youth Week 2017 Shoalhaven program partners included Shoalhaven City Council, Headspace Nowra, Bay & Basin Community Resources, Essential Employment & Training, Bay & Basin Youth Centre, Mission Australia, Nowra Youth Centre, Southern Cross Housing, Shoalhaven Libraries, Grand Pacific Health, Caresouth & PCYC Nowra.
The council coordinated SPEAK SHARE CHANGE youth forum was an initiative of the Illawarra & South Coast Youth Network, and was a key event on the Youth Week 2017 calendar. Forum based events were held on the same topic, on the same day, at the same time, across the Illawarra/Shoalhaven region. Events hosted groups of young people with the common goal of coming together to share their thoughts about the topic: MENTAL HEALTH & SOCIAL MEDIA.
The Forum was an opportunity for young people to:
• share ideas
• have their voices heard on issues of concern to them
• celebrate their contribution to the community
• attend an event
• and have fun!
WHAT IS THE ILLAWARRA & SOUTH COAST YOUTH NETWORK?
The Illawarra & South Coast Youth Services Network was established in 1998. The Network provides sector development opportunities directed by the needs of frontline workers in local youth and community services fields. The events are organised by a committee which includes members from Shoalhaven, Kiama, Shellharbour City and Wollongong City Councils.

Youth Week 2017 Shoalhaven was a great success thanks to council’s ongoing support and that of local Youth & Community Service providers.

Youth Week is a youth specific community engagement and consultative process via various methods, including focus groups and forums which is in accordance with Council’s Community Engagement Policy.

YA17.8 Shoahaven City Council International Youth Awards

Background
After the very successful inaugural awards last year Shoalhaven City Council and the Youth Advisory Committee will again be conducting the International Youth Day Awards to be presented at an awards event on Friday 11th August, 2017 at Bomaderry Bowling Club.
The awards aim to recognise local youth aged 12 – 24 years, whose endeavours support and motivate other residents, enrich lives, volunteer for others and encourage the wellbeing of the Shoalhaven community. It recognises and rewards the outstanding young people in our community, whilst cultivating their increased contributions.
Youth can be nominated for the following awards:
The Challenge and Change Award recognises a young person who has made a substantial turn around in their life and demonstrated personal growth while overcoming challenges in day to day life.
The Good Neighbour Award recognises a young person who has contributed within the community by helping neighbours, strengthening community bonds and enriching community life.
The Positive Youth Award recognises individuals who promote a positive image of young people within schools, clubs and the wider community.
The Community Citizenship Award recognises young people involved in a range of activities that make a major difference in the lives of others.
The Inspiration Award recognises a young person who can be described as an inspirational role model to others.
Youth Advisory Committee members play a significant role in the awards and will need to nominate some committee members to help plan, coordinate and deliver the awards. Tasks include planning, promotion, MC’s, ushers, decorations - set up and pull down, entertainment etc. Please nominate your interest to be involved by providing your contact details to council’s Youth Development Officer, Donna Corbyn via phone 4429 3418 or email donna.corbyn@shoalhaven.nsw.gov.au
Community Engagement
Correspondence received by council and anecdotal community feedback highly praised the awards. Youth Advisory Committee at a committee meeting last year evaluated last year’s awards and overwhelmingly agreed to conduct the awards annually. The evaluation conducted by Youth Advisory Committee fits with council’s engagement policies for consultation via a forum.

Financial Implications
Youth Advisory Committee have sufficient funds in their budget to conduct the awards as council provided extra funds to do so after the success of last year’s inaugural awards. Sponsorships will also be sought for prizes. Many of last year’s sponsors have already committee to this year’s awards.

Background
Historically the Youth Advisory Committee has a planning day to allocate their financial budget for the year. Requests are sent to the Youth Advisory Committee via a written application process, administered and reported by the Youth Development Officer, from youth provider service organisations in the Shoalhaven LGA and via the Youth Interagency Network; requesting small amounts of funding to run youth projects and activities across the city.
At the planning day, facilitated by the Youth Development Officer, the Youth Advisory Committee prioritise and agree on what activities will be funded by the Youth Advisory Committee for the financial year from the written applications. All applications must meet objectives of Shoalhaven City Council’s Community Strategic Plan.
The Youth Advisory Committee also takes into consideration other projects that have historically received financial support from the Youth Advisory Committee. All organisations that receive funding from the Youth Advisory Committee must be located in the Shoalhaven LGA, be a not for profit organisation and have had a Working with Children’s Checks completed by workers to run projects.

Background
Youth Week celebrates and acknowledges the valuable contribution young people make to their communities; and is an opportunity for young people to express their ideas and views, act on issues that affect their lives and create and enjoy activities and events. Youth Week is the largest annual youth participation event in Australia.
Youth Week in NSW historically has been a week-long celebration held in early April each year that is organised by young people, for young people, in communities across the state. Young people have the opportunity during youth week to share ideas, attend live events, showcase their talents, celebrate their contribution to the community, take part in competitions, have fun and most inportantly have their voice heard on issues of concern to them.
Youth Week in NSW is managed by the Youth Week Coordinator, who is part of the Youth and Community Building Projects unit in the Department of Family and Community Services. Previously Youth Week was funded from a federal level and passed down to state and local governments to implement. Last year Federal funds were withdrawn to support Youth Week, but the State Government committed to funds for Youth Week 2017.
This is the last year Australia will celebrate National Youth Week, as there has been no commitment from Federal or State governemnts for funds for it to continue. Funds provided via grants to local councils have always had to be matched dollar for dollar. Shoalhaven City Council has always matched funds 3-4 fold to conduct Youth Week at a local level. Council has always supported young people and youth week in the LGA.
The peak body for Youth Services and young people in NSW, Youth Action, is calling on the community to advocate for improvement to the lack of equity in today’s society for young people.The Mission Australia National Survey 2016, found that young people were concerned about a number of issues, including the lack of equity for young people.
There is a call for information to be provided about what support the Government provides to young people to be heard in the development of policy in Australia; asking is the Government aware of any opportunities to support organisations that provide a national voice for young people in Australia.
Community Engagement
Young people want to be heard on many issues, but increasingly governments have removed ways to hear from or engage with young people. Advocating for young people in the LGA is a part of council business as young people are valuable citizens. Writing to federal and state MP’s locally to ask them to advocvate to the Prime Minister on their behalf for Youth Week to continue only reinforces council’s commitment to the young people of the city.

Risk Implications
No funds or commitment to conduct youth week locally from a fedreal or state level. If council chosses to not allocate funds youth week will not be conducted locally in the LGA.
