MMS17.1    Mayoral Minute - Question on Notice - Kangaroo Valley Footbridge

HPERM Ref:      D17/146223

That Staff provide a brief status report to Council on the Upper Kangaroo River Footbridge issue – advising when a report would be forthcoming about the future management of the bridge.

Status Report

Council resolved to engage an engineering consultant to review the options for repairing and renewing the footbridge.  Staff advise the consultant has subsequently been engaged and Council’s brief to the consultant included the option of using alternate materials which are more durable than some of the existing timber components

One of these materials is fibre reinforced plastic (FRP) which is a tough, lightweight material used in many structures such as jetties and boardwalks.

The consultant is currently preparing cost estimates for at least both FRP and timber repairs to the footbridge.  However, the decision to adopt a certain repair method will not be made before the community is consulted on its views.

The consultant’s report and recommendations are expected during May. This will be in time for their financial implications to be considered before the 2017/18 Capital Works Program is finalised.

Recommendation (Item to be determined under delegated authority)

That Council adopt a flat fee of $25 per week for persons registered with the Homeless hub and camping at Nowra Showground and any other of Councils facilities that attract a fee, excluding Holiday Haven.

Details

I met with Peter Dover from Salt Ministries, Colin Wood, Section Manager, Building & Compliance, Councillor Patricia White and Councillor Joanna Gash to discuss issues arising from the recent Homeless Taskforce.  During this discussion the topic of Camping fees was raised.  Currently rangers are using the compassionate case and not charging any camping fees due to the inability of persons to pay what effectively amounts to approx $180 per week.  It was noted at this meeting that community members from around the Showground felt that this was unfair.  It was also noted that having a fee would be part of a reasonable strategy to prompt people to have pride in what they have paid for and deter persons who might be 'taking advantage'.  A $25 per week fee represents approximately 10% of a single unemployed persons weekly benefit and represents a small contribution towards servicing the asset.
