MINUTES OF THE ABORIGINAL ADVISORY COMMITTEE MEETING HELD ON MONDAY 8 AUGUST 2016 IN THE SEVEN MILE MEETING ROOM, NOWRA ADMINISTRATIVE CENTRE COMMENCING AT 4.06 PM

RESOLVED that the Minutes of the meeting of the Aboriginal Advisory Committee held on Monday 20 June 2016 be confirmed.

2.            Aboriginal Advisory Committee Terms of Reference                                      File 1209E

 

Members received and endorsed the revised Terms of Reference.

RECOMMENDED that Council adopt the revised Terms of Reference for the Aboriginal Advisory Committee.

GENERAL BUSINESS

3.            Additional Item – NAIDOC Week                                                                   File 30080E

 

The Aboriginal Community Development Officer provided an update on NAIDOC week and the Awards Ceremony and thanked the Committee for their participation.

 

Local Government Regional NAIDOC Young Achiever of the Year was awarded to Samantha De’lboux from the Shoalhaven.

 

It was noted that there is a need to be proactive in the community to encourage more nominations for 2017. The Committee discussed the difficulties some community members may experience in completing NAIDOC Awards nomination forms.  The Committee agreed that a workshop to assist interested parties should be held.

a)            The Aboriginal Advisory Committee host a workshop to assist those interested in participating in the NAIDOC Awards.

b)            The workshop to be scheduled in April 2017.

4.            Additional Item - Local Government NSW Aboriginal Network Conference in August 2016            File 1209E

RESOLVED that the Aboriginal Advisory Committee endorse Sue Cutmore to attend the Local Government NSW Aboriginal Network Conference on 24-26 August 2016.

The Aboriginal Community Development Officer distributed copies of the resource kit, Engaging with local Aboriginal Communities, A Resource Kit for Local Government in New South Wales, to the Committee. It was noted that the resource kit is being updated and the new version will be launched at the Local Government NSW Aboriginal Network Conference in August 2016.

 

5.            Additional Item – Year 12 Aboriginal Graduation Ceremony Dinner               File 1209E

 

The Year 12 Aboriginal Graduation Ceremony Dinner will be held on Monday 5 September 2016 at the Bomaderry Bowling Club.  Committee members are invited to attend. Tickets are available from Habitat Personnel ($15 children and $32 adults).

 

 

 

 

 

 

6.            Additional Item – National Indigenous Football Championships                       File 1209E

 

        #  The Wreck Bay Football Club will host the Inaugural National Indigenous Football Championships.  An event brief was distributed to members.

 

The event is scheduled to be held 3-5 November 2016 at the Shoalhaven Sporting Complex, Nowra.  More information can be found on the website http://theworldgame.sbs.com.au/article/2016/03/31/inaugural-national-indigenous-football-championships-launched .

 

7.            Additional Item - Shoalhaven Education Fund                                                 File 1209E

 

Applications are open for the Shoalhaven Education Fund. 8.            Additional Item – Statement of Commitment                                                   File 1209E

 

The Aboriginal Community Development Officer distributed copies of the Statement of Commitment to the members as recommended from the previous Committee meeting.

RESOLVED that:

 

a)            The new applications for membership of the Aboriginal Advisory Committee be considered and Staff to prepare a report for Council.

b)            All Councillors to be invited to the next meeting of the Aboriginal Advisory Committee.  The meeting is to be an introduction and information exchange.

c)            A workshop to be scheduled to discuss the review of the Statement of Commitment.

9.            Additional Item – Walking Tourism in the Shoalhaven                                     File 6300E

 

Clr Kitchener advised the Committee, that he is participating in a Shoalhaven Tourism Board working group which is looking at developing southern coastal walks.  The first walk to be considered will be the Shoalhaven Southern Walk.

RESOLVED that the Section Manager Tourism provide a report to the Aboriginal Advisory Committee on the progress of, and consultative processes to be undertaken in, the establishment of Walking Tourism in the Shoalhaven.

10.          Additional Item - Committee Effectiveness Training                                        File 1209E

 

Aboriginal Community Development Officer advised the Committee that Peter McLaughlin from Calibrations Consulting has suggested 26 September 2016 or 10 October 2016 for the committee effectiveness training.  The date is yet to be confirmed.

 

11.          Additional Item – South Coast Koori Cultural Market                                       File 1209E

 

        #  Waminda is seeking expressions of interest from established and emerging Aboriginal artists from the Shoalhaven who wish to take part in this inaugural event.  More information can be provided by Maiki Blakeney.  Maiki’s contact details are: phone 4421 7400 or email MaikiBlakeney@waminda.org.au .

Clr White and Clr Kitchener thanked the Committee for their commitment throughout the year.

 

Clr Findlay thanked the Committee and asked members to pass on her respect and regards to those members not present at today’s meeting.

 

Margaret Simoes thanked the Councillors for their on-going support and acknowledged their commitment to the Aboriginal Advisory Committee.

AA16.2       Aboriginial Advisory Committee - Resignation - Troy Lenihan

Purpose / Summary

To advise of the resignation of Mr Troy Lenihan from the Aboriginal Advisory Committee.

 

Recommendation

1.    That the Aboriginal Advisory Committee accept the resignation of Mr Troy Lenihan

2.    Write to Mr Troy Lenihan to thank him for his contribution to the Committee.

 

Options

1.    As recommended

Implications: a vacancy for a community representative will be available.

 

2.    The Aboriginal Advisory Committee adopt an alternate recommendation.

 

Background

Wednesday 9 November 2016, Council received Mr Troy Lenihan’s resignation to the Aboriginal Advisory Committee.  Mr Troy Lenihan has been a member of the Aboriginal Advisory Committee since 17 March 2015.

 

Mr Troy Lenihan stated in his resignation that he “would like to thank every Board member and staff member involved in the continuous commitment to our great community through the amazing work of the above committees and would like to wish everyone luck in the future work together.”

AA16.3       Membership Requests - Natalie Lloyd and Les Bursill OAM

Purpose / Summary

To advise the Aboriginal Advisory Committee of the membership applications received.

 

Recommendation

1.    The Aboriginal Advisory Committee accept the membership applications from:

a.    Natalie Lloyd

b.    Les Bursill OAM

2.    That they be notified of their appointment and invited to all future meetings.

 

Options

1.    As recommended

Implications: The appointment of the members as recommended will reduce the number of vacant positions on the Committee to six (6).

 

2.    That the Aboriginal Advisory Committee adopt an alternative recommendation.

 

Background

Council received an application from Natalie Lloyd dated Tuesday 15 March 2016 which stated as follows:

  “Being a direct descendant from Cullunghutti Mountain & having a great deal of family history in this area, I would like to apply for membership to act as an advocate for my Aboriginal Community.

  I have been an active member in the community in a professional and personal level and I have a great rapport with people of all ages.

I am able to professionally liaise with members of the community with respect and without condescension.”

Council received an expression of interest email from Les Bursill OAM dated Friday 1 July 2016 in which he advised:

“I am a member of the Cullunghutti Committee with National Parks. I am also an Elder in Residence at Shoalhaven Campus. I was previously Chair of the Sutherland Council Aboriginal Advisory Committee.

I would like to know if I could join the Aboriginal Advisory Committee in Nowra. I moved to Nowra in 2013. My family originally came from Kangaroo Valley and later Berry. I descend from Dr Ellis. He was a Karadji in Kangaroo Valley and the Illawarra.”
