 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Recommendation

1.    That the General Manager (Director Assets and Works) be requested to arrange for the amendment of centre line marking on Mount Agony Road and North Durras Road, on a trial basis with conditions to be monitored and reviewed in 12 months’ time, as detailed in the attached TRAF 2016/77, by removing the existing double barrier (BB) line marking and installing the following line marking changes:

a.    North Durras Road (Ch.0 Mawson Street intersection)

i.     Ch. 1.60 – 145m BS, 121m S1, 145m BS – 411m (downhill designed at 70 km/h)

ii.     Ch. 3.70 – 120m BS, 75m S1, 120m BS – 315m (straight designed at 60 km/h)

b.    Mount Agony Road (Ch.0 North Durras Road intersection)

i.     Ch. 1.50 – 145m BS, 160m S1, 145m BS – 450m (downhill designed at 70 km/h)

ii.     Ch. 2.00 – 120m BS, 160m S1, 120m BS – 400m (straight designed at 60 km/h)

 

 

Details

Council has been requested to investigate overtaking opportunities on Mount Agony Road and North Durras Road, East Lynne.

 

Mount Agony Road and North Durras Road are currently centre line marked with double barrier (BB) line marking. These Roads have a speed limit of 60 km/h, taken as 85th percentile.

 

Council's Traffic unit inspected the site and noted that there were 4 locations where sight distance was appropriate to implement overtaking opportunities in accordance with AS1742.2.

 

At 4 locations, it is proposed to remove a section of BB line marking and replace with:

 

North Durras Road (Ch.0 Mawson Street intersection)

 

a)      Ch. 1.60 – 145m BS, 121m S1, 145m BS – 411m (downhill designed at 70 km/h)

b)      Ch. 3.70 – 120m BS, 75m S1, 120m BS – 315m (straight designed at 60 km/h)

Mount Agony Road (Ch.0 North Durras Road intersection)

 

c)      Ch. 1.50 – 145m BS, 160m S1, 145m BS – 450m (downhill designed at 70 km/h)

d)      Ch. 2.00 – 120m BS, 160m S1, 120m BS – 400m (straight designed at 60 km/h)

 

AustRoads and Roads and Maritime Services (RMS) guidelines recommend a minimum 5.5m road width adjacent to overtaking areas to provide a forgiving roadside environment where overtaking may occur, allowing for additional sealed area for errant vehicles to recover.

 

This additional road width is not available along Mount Agony Road and North Durras Road, however given the very low volume and low speed of the road, and the current delay frustrating motorists due to similar roads where these opportunities are provided it is considered that the new overtaking zones be installed on a trial basis and to be monitored and reviewed in 12 months’ time.

TC16.17     Proposed Give Way Sign - Intersection Hayward Road & Hayward Road (private), Wandandian (PN 1723) 6324E

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a Give Way (R1-2B), associated TB/TB1 line marking and double barrier line marking at the intersection of Haywards Road and Haywards (Private) Road, Wandadian as detailed in the attached plan TRAF 2016/78.

 

 

Details

Council may recall previous discussions regarding priority at the intersection of Hayward Road and Hayward (Private) Road, Wandandian.

 

On the 14 December 2004, the Shoalhaven Traffic Committee made the following recommendation which was subsequently adopted by Council at its meeting on 21 December 2004 (MIN04.1690):

 

RECOMMENDED that the Director City Services Group be requested to install the following signs:

 

a)         A “Give Way” sign at the intersection of Hayward Road and a private entry road.

b)         A “Stop” sign at the intersection of Hayward Road and Wandean Road.

 

Concerns regarding the priority and clearer delineation at the intersection of Hayward Road and Hayward Road (private) were again raised in 2005, and the Shoalhaven Traffic Committee made the following recommendation which was adopted by Council at its meeting on 20 December 2005 (MIN05.1813):

 

RECOMMENDED that the Director City Services Group be requested to install double centre (BB) linemarking on Hayward Road, Wandandian for a distance of approximately 30 metres around the curve adjacent to the intersection of the private access road.

 

Following negative community feedback, changes to the priority at the intersection were made in 2014, however were not reported through the Shoalhaven Traffic Committee.

 

Residents have now raised concerns following the recent relocation of the existing Give Way sign from Hayward Road to Hayward Road (private), as detailed in MIN04.1690.

 

Council’s Traffic Unit inspected the site and noted that priority is correctly given for the private leg of the intersection.

 

Additionally, amendments to the existing double barrier line marking and installation of a side road junction warning sign (W2-4B) would aid in delineating the intersection as detailed in the attached TRAF 2016/78.

Details

The Committee may recall previous discussions in relation to the proposed No Stopping zone adjacent to the driveway access to 100 Pitt Street, North Nowra.

 

On 16 August 2016, Council resolved:

 

That Council reject the current proposal and request the Shoalhaven Traffic Committee to reconsider the matter.

 

Council’s Traffic unit have reconsidered the length of the no stopping zone reducing the zone further from 4m eitherside of the driveway to 2m either side of the driveway as to not impact on parking between the driveway laybacks of properties 100 and 102 Pitt Street.

 

In view of addressing the concerns associated with vehicles parking at this location, a reduced No Stopping zone adjacent to the driveway access to property no. 100 Pitt Street is proposed and has been submitted to the Shoalhaven Traffic Committee for its consideration.

1.    That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following delineation measures at the intersection of Tarawara Street and Dalwah Street, Bomaderry as detailed in the attached plan TRAF 2016/80:

a.    a Give Way sign and associated TB/TB1 hold line marking

b.    55m double barrier (BB) line marking with a 10m break

c.    A W2-4B (L) side road junction warning sign 60m on the western approach to the intersection

 

Details

Council has been advised of safety concerns at the intersection of Tarawara Street and Dalwah Street, Bomaderry, primarily with the western approach to the intersection due to the crest.

 

In view of addressing the request, Council is considering installing a Give Way sign and associated hold line marking at the intersection to reinforce the T-intersection rule.

 

Additionally, Council is proposing to install approximately of 55m of double barrier (BB) line marking with a 10m break at the intersection to delineate the western (uphill) approach for vehicles at the crest.

 

A (W2-4B) side road junction warning sign is also proposed on the western approach to the intersection on Tarawara Street due to inadequate sight distance to the intersection due to the crest, a warning sign is not warranted on the eastern approach due to suitable sight distance to the intersection.

 

Council's Traffic Unit inspected the intersection of Dalwah Street and Tarawara Street and noted that the installation of a Give Way sign and associated TB/TB1 line marking, and double barrier line marking would help delineate the intersection.

 

It was also noted that Council does not generally sign post or line mark intersections in low speed residential environments however, the proposed line marking and signage is warranted due to the location of the intersection at the crest.

 

Consultation was carried out with affected property owners and the Pride of Bomaderry.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a No Right Turn (left turn only) treatment at the intersection of Golf Avenue and Buchan Street, Mollymook as detailed in the attached plan TRAF 2016/82.

 

Details

Council has been advised of concerns with sight distance for motorists turning right into Golf Avenue, Mollymook from Buchan Street (eastern side).

 

Staff from Council's Traffic Unit inspected the location and noted that due to lack of sight distance to the north and the volume of traffic on Golf Avenue, that designating Buchan Street as a No Right turn (left turn only) would assist in reducing conflicts between vehicles negotiating the intersection.

 

In view of addressing the concerns raised, Council is proposing to designate Buchan Street (eastern side) at its intersection with Golf Avenue, as a No Right turn (left turn only).

 

Consultation was carried out with affected residents and the Ulladulla & Districts Community Forum.

 

14 submissions were received. Ten support the proposal and four submission do not support the proposal.

 

Three of the four submissions that did not support the proposal noted that the forced U-turn at the Princes Highway roundabout during holiday periods may create further congestion on the Princes Highway. Council’s Traffic Unit noted that although it’s not ideal performing a U-turn at the Princes Highway roundabout, it presented a safer option.

That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objections to the proposed traffic facility at the intersection of Kerry Street and Paradise Beach Road, Sanctuary Point as detailed in the attached TRAF 2016/83.

 

 

Details

Council is completing a 2016/17 Federal Governmnet Black Spot Program funded project at the intersection of Kerry Street and Paradise Beach Road, Sanctuary Point to address cross traffic crashes at the intersection.

 

Proposed works include the construction of a single lane, mountable roundabout with associated pavement works, concrete infill, painted splitter islands on all approaches to the roundabout and associated regulatory signage.

 

Additional consideration has been given to provide improved pedestrian crossing facilities on the eastern and western legs of the intersection to address the increasing pedestrian demands between the Sanctuary Point shops and St Georges Basin Country Club.

 

A signage and linemarking plan for the installation of a roundabout at the intersection of Kerry Street and Paradise Beach Road, Sanctuary Point has been submitted for the Committee's consideration.

Recommendation

1.    That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed roundabout at the intersection of Golf Course Way and Sussex Inlet Road, Sussex Inlet as detailed in the attached plans (26751_103_Rev2, 26751_107_Rev2 and 26751_108_Rev2) TRAF 2016/84 a, b &c, subject to:

a.    Being the main access road into the subdivision, the full length of Road 01 travel lanes are to be increased from 3.5m to 4.5m wide

b.    The angle of the splayed line marking in the splitter islands on Sussex Inlet Road are to be amended to 45 degrees in accordance with AS1742.2

c.    Other matters to be adressed in accordance with Shoalhaven Development Control plan 2014 (chapter S2: Badgee urban release area) to mitigate any adverse environmental impacts on residents

The construction of a roundabout at the intersection of Sussex Inlet Road is a requirement of The Shoalhaven Development Control Plan 2014 (Chapter S2: Badgee Urban Release Area) and will also be required as a condition of consent for the Badgee urban release area sub-division (SF10425 7 Golfcourse Way Sussex Inlet submitted by Talliac Pty Ltd)

 

Consultants for the applicant (Allen Price and Scarratts) have submitted plans for the construction of the roundabout for Shoalhaven Traffic Committee and Council approval.
