Matters Arising from Previous Minutes

Planter boxes - The beautification team met with the Unit Manager, City Design & Support to discuss lighting and raised planter boxes options. In relation to planter boxes as an alternative to hanging baskets, it was noted that the cost of the planter boxes is $1,500 each (box only). There was general discussion regarding alternating planting themes that could go into planter boxes such as Christmas trees and Jasmine.

Action – Scott Baxter to meet with property owners to discuss the option of funding planter boxes through a private contribution and report back to the Committee.

 

Lighting -

Lighting was also discussed and it was noted that the cost to supply and install fairy lighting to 18 large trees in Berry Street (Worrigee to North Street) was estimated at $42,000. The Committee was shown a range of stringed festoon lighting and discussion followed as an alternative to lighting trees.

The Committee also discussed:

·         Where to place lighting

·         Placement and cost of planter boxes

·         Themed banners

The Committee agreed that the fairy lighting theme should be continued in trees on Berry Street, from Worrigee Street northwards to Junction Street with a potential allocation up to $20,000.

RESOLVED (By consent)

Staff to obtain quotes and finalise costings for the supply and installation of fairy lights to trees on Berry Street, from Worrigee Street northwards to Junction Street. Staff also to provide an indicative cost on the stringed festoon lighting.

Radio promotion for the Christmas period – The Committee discussed the Christmas carolling competition including inviting small school groups to participate.  Annie Aldous advised that the additional cost of the Christmas Carolling radio promotion and would be $1,500 (GST Exclusive). The Committee agreed on this additional cost.

RESOLVED (By consent)

That an additional $1,500 (GST Exclusive) be allocated from the Nowra CBD Revitalisation Strategy from the promotions allocation for a Christmas carolling competition supported and coordinated through radio advertising for the 2016 Christmas period.

Worrigee Street upgrade - Brendan Goddard updated the Committee regarding the outcome of meetings with the Worrigee Street property owners.  The Committee discussed the concerns expressed by the property owners and the project costings and budget implications.

 

RESOLVED (Brendan Goddard / Annie Aldous)

That.

1.      The Nowra CBD Revitalisation Strategy Committee commit to one third of the cost of the Worrigee Street upgrade, up to a maximum of  $200,000, and the budget be updated to reflect this.

2.      Council be encouraged to consider funding the balance and undertaking the full scope of works, in consideration of the private works contribution of landowners is approximately $70,000.

Murals - Michael Park – Acting Coordinator, Strategy North, advised the committee that a strategy is being developed for large quality wall murals in the CBD and negotiations are ongoing with land owners regarding access to wall space.  Negotiations are also underway with the artist Sam Bates (SMUG)  to undertake a mural in the CBD (potentially early in 2017).  A mentoring program for local artists is also being considered.

That Michael Park – Acting Coordinator, Strategy North email information to the Nowra Revitalisation Strategy Committee members regarding the artist  Sam Bates (SMUG)  and the artists experience and works.

CBD16.12  Advertising Seat Relocation

That the report on the implications of removing ‘advertising’ seats from the Nowra CBD be received for information.

The Committee discussed the information provided in the report and discussed the possibility of relocating some advertising seats.

RESOLVED (By consent)

1.      That the report on the implications of removing ‘advertising’ seats from the Nowra CBD be received for information.

2.      Scott Baxter to liaise with Ben Stewart regarding possible relocation of some ‘advertising’ seats in the CBD.

CBD16.13  Revitalisation Strategy - Budget and Projects Update

That the report and verbal updates be received for information. 

 

George Parker (shop owner in Egans Lane) left the meeting at 5.09pm

 

Annie Aldous (adjacent shop owner in Egans Lane) - left the meeting at 5.09pm during discussion of this item.

The Committee discussed the Egans Lane Shop Façade beautification works and agreed not to proceed with works at this time. 

Action: Annie Aldous returned to the meeting at 5.20pm.

RESOLVED (By consent)

That:

1.      The Committee receive the Nowra CBD Revitalisation Budget and Projects Update report for information.

2.      Scott Baxter and Ben Stewart to meet with land owners regarding the Egans Lane Shop Façade beautification works for private works contribution and report feedback to the Committee.

CBD16.14  Stewart Place Regional Transport Hub & North Street Traffic and Intersections

Recommendation (Item to be determined under delegated authority)

1.    That the Committee:

a.    Request Council to provide covers for the waste bins in the Stewart Place Regional Transport Hub

b.    Remove the Claude Neon seats in the Stewart Place Regional Transport Hub

2.    Consider how to improve and make the pedestrian crossing safer in North Street.

 

The Committee discussed concerns regarding pedestrian safety in North Street.

Ben Stewart provided an update on the proposed improvements to the bus interchange including improved disability access, pathways and parking, noting that part of the work must be completed by March 2017.  A copy of the concept plan for the bus interchange to be distributed to the Committee for information.

That the Nowra CBD Revitalisation Strategy Committee refer to the Shoalhaven Traffic staff for advice and a report back regarding a pedestrian crossing at the intersection of North and Kinghorne Streets Nowra.

CBD16.15  Pedestrian Counters in the CBD

 

Mark Crowther advised the Committee that the owner of the Sturgiss Newsagency in Junction Street has agreed to have a pedestrian counter installed over the public footpath on the newsagency shop awning.

 

RESOLVED (By consent)

That Council organise for a pedestrian counter to be installed on the awning of the Sturgiss Newsagency in Junction Street Nowra over the public footpath.

CBD16.16  Multi-story Carpark in the CBD

 

Clr White left the meeting during discussion of this item.

 

The Committee discussed the proposed multi-story carpark in the CBD.  It was suggested that the carpark could be partly self-funding or a loan considered with funding allocated through the current CBD rates. 

 

 

CBD16.17  Kinghorne Street, Nowra

 

James Caldwell noted that there is a large crack on the new concrete path in Kinghorne Street and the plastic rubbish bins past the completed works don’t look in keeping with the quality works adjacent.

 

RESOLVED (By consent)

That staff investigate the new crack in the recently completed Kinghorne Street concrete path and the plastic rubbish bins and consider surrounds in Kinghorne Street.
